A diffusion filter scatters the light passing through and takes the hard edges off the picture without blurring it. The effect happens in the glass itself, so it responds to the real light in the scene.
White Mist is the lighter relative of Black Mist: it diffuses light in much the same way, but rather than lowering contrast it tends to lift the image and keep the shadows open.
